Republican Meeting To Discuss County Executive Process

The public is invited to ask questions and speak with potential candidates on Thursday night at the library in Odenton.

The West County Republican Club will host a special meeting on Thursday to discuss the process of appointing a new county executive in Anne Arundel County. The event is open to the public and will start at 6 p.m. Thursday at the West County Library in Odenton. According to the club's Facebook page, the appointment process will be discussed and there may be an opportunity for candidates to "interact with the public and respond to Republican questions." The Capital reported attendees will include Sen. Ed Reilly (R-Crofton) as moderator; Kendel Ehrlich, wife of former Gov. Robert L. Ehrlich Jr.; Del. Executive's Job on the Line in Emergency Vote by Council

Anne Arundel County Executive John R. Leopold could be permanently removed from office by a county council vote Wednesday.

The Anne Arundel County Council will meet in an emergency session Wednesday afternoon to introduce legislation that would declare a vacancy in the county executive's office. The emergency session notice came Tuesday, shortly after the verdict was read in the trial for County Executive John R. Leopold. Based on recent charter amendments, the county council can declare a vacancy if an executive is found guilty and convicted of a felony or a crime involving moral turpitude, misfeasance or malfeasance in office. Chief Administrative Officer John Hammond is now serving as acting Anne Arundel county executive as a result of the suspension of Leopold from his duties. If all of the county and state employees are represented buy a union, why were all of these employees afraid of losing their jobs, if they just said NO. I find this bizarre, if you want to blame him and his staff, then you also have to blame the union that was supposed to be protecting them from this type of abuse, isn't that what they were all paying dues for?   more ›

Lawyers Lay Out Their Cases in Leopold Trial

The defense for Anne Arundel's county executive says the accusations while "tawdry" do not rise to a level of criminal behavior.

The prosecution and defense laid out their cases in opening statements for the trial of Anne Arundel County Executive John Leopold on Friday morning. Leopold faces a five-count indictment, which includes four counts of misconduct in office and one count of fraudulent misappropriation by a fiduciary. Maryland State Prosecutor Emmet Davitt said his case would "in a nutshell" show that the two-term county executive "willfully abused and misused" the powers given to him under the Anne Arundel County Charter. He highlighted the prosecution's first witness, Patricia Medlin, who served as Leopold's scheduling secretary during his two terms in office. Leopold Waives Right to Jury Trial

The Anne Arundel County Executive will let a judge decide whether he's guilty of misconduct in office.

Anne Arundel County Executive John Leopold—who is accused of tasking county police officers with his 2010 campaign errands—has waived his right to a jury trial. He's opting instead to let Anne Arundel County Circuit Court Judge Dennis Sweeney decide his fate in a bench trial on four counts of misconduct in office and one count of fraudulent misappropriation by a fiduciary. The indictment, handed down by a grand jury in March 2012, alleges that Leopold used county police officers assigned to him as a security detail to perform a range of tasks ranging from compiling information on his political "enemies" and removing his opponent's campaign signs in 2010 to running interference between his live-in girlfriend and his mistress. Council Votes 'No Confidence' in Police Chief

The vote passed by a 4-3 vote with newcomer Councilman Peter Smith casting the deciding vote.

The Anne Arundel County Council passed a vote of no confidence in Police Chief James Teare Sr. on Monday by a narrow margin. The legislation, sponsored by Jerry Walker (R-7th District), originally called for Teare to be suspended by the county executive. But after talking with county attorneys, Walker said he decided to change the wording to "a vote of no confidence in Chief Teare's ability to lead the police department." Council Chairman Derek Fink (R-3rd District) called the motion “political grandstanding,” by Walker. Fink joked with Councilman John Grasso (R-2nd District) during the meeting that it was merely a tactic of Walker’s to get their names in newspaper headlines. Deputy Chief Blows Whistle on 'Dysfunctional' Police Department

The deputy chief of police has asked for the U.S. Department of Justice to intervene and conduct an investigation.

The Anne Arundel County Council finally got some answers Monday night during its inquiry into Police Chief James Teare Sr.’s involvement with the County Executive’s secretive dossiers. I don't think he has anything to lose by offering his comments. He'll be retiring in a few months and has no aspirations to be Chief. Perhaps he's one of the "old school" policeman who believes that officers should be above reproach in their actions. Teare's Attorney: Chief Will Not Testify Before Council

The County Council held a special meeting Thursday in response to the news, but took no action because it was assembled too hastily, the county attorney said.

Anne Arundel County police Chief James Teare Sr.'s attorney said his client will not testify before the County Council even though it subpoenaed him. The County Council held a special meeting Thursday in response to this information, but held off on approving a resolution that would further compel Teare to attend Monday. Chairman Derek Fink adjourned Thursday's meeting after less than a minute because Deputy County Attorney David Plymyer advised the council it had not given enough public notice. Thursday’s meeting was arranged on short notice. “[Plymer] didn’t feel that two hours was enough time,” Fink said at the hearing. "No one is indispensable," according to the national president of the International Brotherhood of Police Officers.

The national president of the International Brotherhood of Police Officers held a press conference in Annapolis Wednesday afternoon to publicly call for the resignation of Anne Arundel County Executive John R. Leopold and Police Chief James Teare Sr. The union that represents the sergeants and lieutenants of the county police department had earlier called for their resignations, but re-issued the call after the state prosecutor announced that Leopold had been indicted on various counts of misconduct in office and one count of fraud. The group has filed a request for information about accusations that the county executive used police officers to build "dossiers" against political opponents.

The Maryland office of the American Civil Liberties Union (ACLU) is demanding more details about an alleged “enemies list” held by Anne Arundel County Executive John R. Leopold, and accused him of violating the First Amendment. The ACLU said Wednesday in a press release that it has lodged a public information request to both the county executive and Anne Arundel County Police Department, and plan to send a letter to the County Council requesting an investigation.  Leopold was indicted Friday on charges that he used his security detail improperly to conduct personal business and destroy campaign signs of an opponent.
